The focus is to examine changes over the last 30 years in teaching ESL, the limitations of policy and the potential for change at the management level. The triangle of oppression is used to demonstrate barriers to equity, diversity and inclusion as well as intersectional, transnational and anti-oppressive theories. Recommendations for change are based on Senge’s principles to change school culture.
